Yes, railguns have been invented and implemented. But not to 60 miles in space! Even if those projectiles had no boost to thrust to extend the range, that height and glide capability could give a decent range and provide delay time to have control to be a threat for stable targets and the lower areas for the Space Forces! The clear advantage for a rail gun is that these would be cheap as dirt compared to the complexity and cost of ballistic missile. Even small countries or large businesses could afford it.
