Excellent point. When you put people in positions of leadership who have a different culture, the type of decisions being made will change accordingly. The thing that most worries me is corruption. Corruption is endemic in many other countries of the world, and these people bring with them a culture of corruption. Corruption is part of the reason these countries are so poor to begin with. It threatens individual freedom and civil liberties too.
The only true solution to the problem is to gauge out the eyes of all newborns. Then race wouldn't matter at all. We would magically all become the same race. To commit genocide, you need to physically murder a particular group of people by using force because of their ethnicity or put them in concentration camps to eliminate their existence. Low birth rates among Europeans and the Japanese are not imposed by others and it's a socio-economic condition or lifestyle choice typical in the developed world. Article 2 (e) also mentions that removing children from indigenous tribes to be adopted by white parents is also genocidal and the children of Australian Aboriginal descent were removed from their families by the Australian government between 1909 and 1969, which was a forced assimilation policy.
