So when the "evidence" for a FISA warrant turns out to be totally bogus, who is responsible for the warrant being issued? The people requesting the warrant? The judges? I'm not a lawyer, so I don't know.

 

I would say both. The judges apparently never queried as the should. What the FBI/DoJ Deep Staters did was against the law, they knew it, and did it anyways, because they thought Hillary would win and they would never be called out on it.
