The gentleman did park in a spot reserved for the handicapped. In fact he took up two spots and the 'clear zone' necessary for vans with wheelchair lifts to operate. He also blocked the two curb cuts and ramps necessary for people dependent on walkers and wheelchairs to navigate from the parking lot up to the sidewalk and store entry level.

The store was open. Handicapped people shop at night too.

From the video the man was guilty of parking in a handicap zone.

Where in the ADA does it state anything about disabled parking spaces in car parks being under the control of the police force? Seems like you don't know anything about the ADA.
