You believe the American government has a responsibility to provide medical care for all the critically ill children in the world? Where is that in the Constitution? During Ellis Island if someone was sick they were given the opportunity to receive treatment at the hospital there IF they or their sponsor could pay for it, if not they were sent back to their port or origin.

 

The program is constitutional, of course. Next?
