No but logic says if someone needs help with paying for a child's welfare , then that person should not have more children and expect more help. No the conditions for help , should be stop having children you can't pay for or we will make you suffer the fate you chose for yourself. Or you want welfare but are a drug addict, then there should be conditions that you test clean in a short time and go to therapy mandatoraly for continued welfare assistance. No rewarding continuing bad behavior. Just logic when it comes to helping up vs holding up.

Same here in PA. The Blacks are all in Philadelphia and Pittsburgh. All White in between.

 

You mean the lower income black folks. The middle and upper income black folks probably live in between also.
