Today in Rio De Janiero, it is summer, the hottest time of the year, yet it is colder than the average winter temperature.

It is 23`c, yet it is summer, average winter temperature is 26`c, pretty cold here in Brazil.

Do you folks know that records for temperature in Rio De Janiero only go back to 1973. How many other countries thus have records that go back as far, I bet in the Third World all the other countries are the same as Brazil, with no temperature data before 1973.

It did require a lot of spending, which was later covered by taxes. Pretty much everyone in the several states affected by the dustbowl was on "welfare". All the farmers that stayed definitely were. There were also a variety of government policies that cost a lot that were used to combat the dustbowl, such as the cow buyback that was done.
