Now, many blacks are smarter then many whites, but lets not kid ourselves, the fact that many behavioral traits have been proven to be heritable dismisses a large part of the "it's all culture" argument, although culture certainly matters. If we just pretend that average differences between the races don't exist, then we're just opening up the path for bigots and demagogues to manipulate them.

There have been no definitive studies that show that IQ is passed down like blue eyes or curly hair. Yes blacks score lower on IQ tests, but that in itself does not prove that blacks as a race are less intelligent than whites. If this was true than one can argue that because they score higher on IQ tests, New Englanders are genetically more intelligent than Southerners. Of course that is ridiculous. Socio-economic factors play a huge part in IQ tests. People with less education score lower on IQ tests, simple as that. Also, people tend to score lower on IQ tests when they think that they will. Finally, IQ tests are culturally biased. In order for it to be a fact, you must count every single serial killer up until november 26th, 2011 and note their race. No one has ever done that. So, no, it isn't a fact. Most serial killers are black. I grew up in black majority neighborhoods. Practically ALL my friends were black. It's one of the reasons I'm a racist today.
