Some things do not require proof. Just common sense will work. A refugee is not likely to go to a country where the standard of living is low. Common sense.

The far more likely aspect was that Obama was president, and making a huge stride on immigration during his administration was something he couldn't allow - regardless of the benefit to America.

AND, the major point here is that fully bipartisan committees in the House and Senate addressed this issue successfully.
