Generally true if the documents are either automatic or exceptional that have not passed the time frame under EO 13526.

The problem is you have to file a request or issue an EO for exempted documents, those documents with high-security clearances, and only the issuing agency is the authorized person who will decide whether they should be declassified or not. In other words the document will be declassified but may have redactions in them. It is not as simple as "if he says it then it must happen sort of thing."
