Your ignorance regarding the onset of WW2 is staggering. Of course we declared war on Germany; the Nazis invaded a country we were honour-bound to assist if that eventuality came to pass. As it turned out the decision to declare war was the right one, and it rapidly became 'protective'. The security of my country, Europe, and much of the world, was at stake.

 

It has been hovering at that number since March 15, for some reason, fluctuating a bit but never really going up or down significantly.

The USA had no treaties or alliances with anyone during the era.
