I do not accept your statement about drones killing mostly civilians, they target terrorists who actually do kill civilians. On purpose.

 

No, most drones kill civilians and this has been well known for a long time. The US used to kill anyone who looked like they were a man of a certain age in a certain spot. They still managed to kill mainly civilians. That is the problem. American's do not know what they are supporting. Did you know that in the area of Pakistan that the US took to droning they did not even know where America was before they started killing them. They also kill those who try to come in and help those attacked. Both in Pakistan and in Yemen civilians were frightened to go to work or to school because they never knew when the drones were going to strike. They lived in constant terror.
